In addition to the nation's large and well known national parks such as Yosemite, Yellowstone and Grand Canyon, the NPS also maintains several smaller sites: presidential birthplaces. These include the birth sites of Washington and Lincoln, both Roosevelts, both Adamses, Kennedy, etc. They're in the process of taking over the site of Clinton's birth.
The problem facing the NPS is that they are required to take custodial ownership of any property they maintain for the people of the United States. However, their charter also limits their operations to the United States and its territories.
Therefore, the National Park Service cannot legally operate and maintain the Barack Obama birthplace in Mombassa, Kenya.
